In the meantime I could read that it is possible to install several .NET Frameworks simultaneously on a single computer. Client applications use the default and automatic version of the framework on which they were developed. Therefore it would interest me, which version of the .NET Framework the program X-Paint.NET v3.36 rev4 uses? Probably this version of the .NET Framework is corrupt on my computer.

as written on Paint.net's download page, requested .NET framework is "Microsoft's .NET Framework 3.5 SP1"
You can directly DL it from above mentioned link.
