I've tried to translate the winPenPack.en.ini in to a winPenPack.nl.ini (Dutch) version.
This is the result:

Ik heb geprobeerd om de winPenPack.en.ini te vertalen in een winPenPack.nl.ini (Dutch/Nederlandse) versie.

Place the extracted file in the folder: ..\wpp_full_4.3\winPenPack\User\winpenpack_launcher\Lang

Er zit een klein foutje in het .ini bestand / There is a small mistake in the .ini file:
