sono alla ricerca di un tool che mi permetta, su un PC non dotato di webcam, di associare un video o un'immagine facendolo riconoscere come WebCam.

Ho tovato due opensource su github

Questi potrebbero rientrare nei "portable software" di WinPenPack?
