when setting the locale to English some dialog windows (e.g. browsing for files) display in another locale (in my case French)

Workaround
to avoid this problem problem use the following line in your .ini file substitute this line:

Parameters=-jar pdfsam-$AppVer$.jar

with this line:
Parameters=-Duser.language=en -Duser.country=US -Duser.variant=US -jar pdfsam-$AppVer$.jar
