winPenPack Launcher 2.8.70.2371 check upgrades

When I start the menu, it is checks for upgrades.
I get the following message: "Unreachable or invalid URL download list"
When I type "http://www.winpenpack.com/update/update.xml.zip" in my browser I get the "update.xml.zip".
So the file is available for me!
I put it in the folder: "D:\wpp_full_4.3\update.xml.zip"

I replace the path from "http://www.winpenpack.com/update/update.xml.zip" to "D:\wpp_full_4.3\update.xml.zip"
Restart the menu and then I get the usual message for upgrades!

Now the question:
Why is this and how to solve it?
This error started a week ago.

Option >> Various >> Web Upgrades >> Download List, have you the correct path?

Yes I have.
It's the same path as yours.

Apparently it was an update of windows that the proxy settings changed.
I changed it and now it worked as before.
