win PenPack Upgrade Manager doesn't work correctly

In the past I have sometimes recognized, that the win PenPack upgrade manager returns false indications. For example after installing the latest version X-Gimp 2.8.2 [rev22] me the following appears:

Current Version: 2.8.2
New Version: 2.8.0

That's obviously a failure.

I haven't regenerated the list used by UpdateManager after publishing X-Gimp; now the list is updated.
