Ho provato ad utilizzare Free Download Manager.

Aggiunge le seguenti chiavi di registro:

Ma succede anche creando la versione portatile direttamente dal programma con la funzione "Create portable version"?

Come ben sai il concetto di "portable" varia molto da caso a caso....vedi deepburner portable (si fa per dire) ...

Il resume dei download non è supportato nel passaggio da un drive all'altro.
Non portatile.

Aggiornamento dalla versione 2.5 alla 3.0

Risultato test: (sulla versione da loro definita portabile)

Scrive ancora nel registro alcune opzioni
Se nel registro trova i dati di un'installazione utilizza quelli comportandosi come non portable, altrimenti:
Non scrive in Dati Applicazioni ma nella cartella interna data (il database è binario e non modificabile)
Le impostazioni non sono nel registro ma nel file data\setting.dat (binario, ma può essere sovrascritto al primo avvio)
Il percorso di download è preimpostato tramite variabile relativa al drive, accetta anche percorsi relativi.
Il resume funziona anche cambiando drive e, con percorsi relativi, anche cambiando cartella.

Non ho provato ad adattarlo alla struttura di winPenPack, ma nel complesso direi che è portabilizzabile.

Energy, il problema è il resume dei file.
